Fuel oil subsidies are the main alternative for governments in developing countries, especially fuel-exporting to strengthen domestic industrial development. Through this subsidy policy, fuel can be accessed by wider community at a relatively low price and encourage various businesses. However, implementation of policy leads problems distribution welfare. This study aims demonstrate negative effects using qualitative methods. The must reviewed because it is not on target help poor, hoarding stocks, scarcity stocks market unstable prices country which ultimately disrupt business activities.
